Foster Care

Children are at times placed in "out-of-home" care by the Texas Department

of Family and Protective Services (TDPRS). This placement is usually known as foster or kinship care. The Fostering Connections to Success and Increasing Adoptions Act was passed by the US Congress in 2008. The law addresses six basic issues, one of which focuses on the educational stability and opportunities for school success.

The US Department of Education and US Department of Health and Human

Services have come together providing guidance to all administrators of school districts and child welfare agencies. The joint letter informs both federal agencies of the provisions in federal law that mandates the collaborative work that will be conducted in support of school stability and school success.

Families and Students

  • Access free meals for all eligible students
  • Enrollment assistance
  • Provision of school supplies and uniforms for eligible students
  • Make appropriate referrals for needed services in the community
  • Provide training and awareness workshops


Campus Personnel

  • Assist with eligibility determinations (Pre-K – 12 grade)
  • Assist personnel in accessing school records.
  • Provide guidance regarding the law
  • Conduct campus visits supporting communication and networking
  • Provide training and workshops



  • Provide support during natural disasters i.e. hurricanes, floods, etc.
  • Complete the grant application for continued financial support.
  • Ensure that district policy is aligned with federal law.
  • Provide guidance to various departments regarding the implementation of the Fostering Connections Act.


  • Partner and network with community organizations to ensure the academic success of all eligible students.
